​The Clinton Township Board of Trustees meets every other Monday for regular board meetings. Due to holidays that fall on Mondays, some meetings are held on Tuesdays.

Due to the COVID-19 Pandemic, Board Meetings are held virtually via GoToMeeting until further notice. Please Click HERE for the login information. 
 
Board meetings begin at 6:30 p.m. in the Board Chambers at the Civic Center. The meetings are open to the public and follow a prepared agenda.

To be placed on the agenda, you must contact the township clerk’s office by the agenda deadline. Public comments, on any topic, are welcome at the end of each meeting.
 
Township Board meetings are broadcast live on Comcast cable Channel 5, Wide Open West Channel 10, and AT&T U-verse Channel 99.
 
Public notices for meetings are prepared by the Township Clerk and are published in the Fraser-Clinton Township Chronicle, and the Mount Clemens-Clinton-Harrison Journal.

Supervisor

Supervisor Robert CannonROBERT J. CANNON
Robert J. Cannon grew up in St. Clair Shores as the eldest of five children. He attended St. Gertrude Elementary and was a four-sport letterman at Lakeview High School where he graduated in 1967. Mr. Cannon received his undergraduate degree, Masters in Business Administration (MBA) and specialist degrees from Wayne State University, and played varsity baseball there as well. Mr. Cannon was employed in private industry, has worked as a business consultant, and in 2000, retired from the Utica Community School District following a successful 25 year career as an educator.

As one who is considered a real “people person,” Bob enjoys working with people, from coaching youth athletic teams and volunteering in his church, to working on numerous community committees.

Mr. Cannon served the community as a township trustee for 16 years, prior to his election as Supervisor in November, 2000. He is a strong and confident leader, fully prepared to guide this growing and very progressive community of Clinton Township into the future.

Noteworthy accomplishments include:

  • Remediation of sewer overflow conditions
  • Major road improvements in the township
  • Redevelopment of older areas of the community
  • Continued redevelopment throughout the township

Mr. Cannon was honored by the Macomb County Ministerial Alliance as the first year recipient of the MCMA Inclusion Award, recognizing his outstanding commitment to the principal of inclusion in all aspects of the communities within Macomb County.

He was equally honored to receive the Community Leadership Award given by Housing Opportunities for Macomb, Inc., an organization which promotes empowering home ownership and revitalizing neighborhoods.

Mr. Cannon was inducted into the Macomb County Hall of Fame in 2012.

Clerk

Clerk Kim MeltzerKIM MELTZER
Kim Meltzer grew up in Marysville, Michigan, and graduated from Marysville High School. Always involved in various sports, Kim focused most of her athletic abilities in the area of figure skating.   Kim participated in many competitions in the U.S. and Canada before registering with the USFSA –United States Figure Skating Association as a professional figure skating instructor. Kim also trained to become a personal fitness instructor and worked with both youth and seniors training in fitness specific sports. 

Kim has a bachelor’s degree in Political Science from Wayne State University but did not pursue this degree until after she gave birth to her three children. She enjoys learning and believes it is never too late to learn. Kim was influenced to study the political arena by her children. She wanted to participate in making the community they grew up in, a better place. 

Kim and her husband, Clarence own and operate a manufacturing company in Macomb County and employ Macomb County residents. Kim is passionate about manufacturing and advocates for it at every opportunity, saying, “in order for the great State of Michigan to rebound economically, we must manufacture.”

Kim began her political service in 2000 when she won her first election as Trustee to the Clinton Twp. Board of Trustees.  Kim served one term and ran for the State House of Representatives where she served two terms before being elected to the position of Clinton Twp. Clerk in 2012.

While a state representative Kim served as vice-chair of Tax Policy, Commerce, Urban Policy and was vice-chair of the committee on Ethics and Elections.  With her experience as a job provider and her focus on job creation, Kim advocated for policies that would bring manufacturing back to Michigan.  Kim also received much recognition for her accomplishments with the Macomb Food Pantry and Michigan Legislative Anti-Hunger Caucus. As Clerk Kim will continue to support programs that will help Clinton Twp. residents eradicate hunger.

Kim is grateful for your confidence in her ability to lead as your Clinton Twp. Clerk and is committed to lead with integrity and efficiency.


Treasurer

Treasurer Paul GieleghemPAUL GIELEGHEM
​Paul Gieleghem was elected by Clinton Township voters in November of 2016, as Treasurer of the largest Township in Michigan, where he serves in the dual role as an administrator--safeguarding Township funds, maximizing investment gains, and meeting the statutory obligations of the office and as voting member of the Township Board of Trustees, providing oversight, planning and policy for all functions of Township government.  
 
Paul Gieleghem completed the requirements of the Association of Public Treasurers of the United States and Canada to earn the designation as a Certified Public Funds Investment Manager (CPFIM) and a three-year education process earning a Michigan Certified Public Treasurer (MiCPT) designation from the Michigan Municipal Treasurer’s Association.     

As a policy maker, Paul Gieleghem serves as Chairperson of Conservation, Property Disposition, and Refuse and Disposal; as Treasurer of the Police and Fire Pension Board and Economic Development Corporation; and as a member of the Budget Ways and Means, Ambulance, Parks and Recreation and the 41B District Court Management Council.  

Prior to the 2016 election, Paul Gieleghem served as an administrator for Macomb County Treasurers Derek Miller and Ted Wahby managing core functions of the office.  Additionally, he served as a part-time Trustee on the Clinton Township Board from 2012 to 2016, learning the inner-workings of township government.   

From 2005-10, he served on the Macomb County Board of Commissioners, where his colleagues elected him as Chairman of the Board from 2009-10. Paul Gieleghem, is credited with ably steering Macomb County through the worst economic crisis since the great depression, implemented reforms and cost cutting, created innovative partnerships to preserve services, ramped up the county’s economic development outreach and led by example; cutting the pay of commissioners before asking others for sacrifice.

Paul’s broad approach to leadership and focus on problem solving was formulated while serving the residents of Clinton Township, Mount Clemens and Fraser as their representative in the Michigan Legislature from 1999 to 2004. Prior, he served as a legislative aide to former state Senator Ken DeBeaussaert, and on the campaign staff of former Congressman David Bonior.

Paul has a bachelor’s degree in public relations from Wayne State University, an associate’s degree in Business from Macomb Community College and is a graduate of Clintondale High School.

In 2009, Paul Gieleghem made the Crain’s Detroit Business “40 under 40,” list of business and civic leaders in Metropolitan Detroit.  In 2005 he was recognized by the Allergy and Asthma Foundation of Michigan for his legislation protecting severely allergic patients. Paul was named “Environmentalist of the Year 2004” by the Sierra Club of Michigan, and was presented with the “Presidential Recognition Award” by the Michigan Society for Clinical Laboratory Science. In 2002 he was named “Legislator of the Year” by the Michigan Association of Intermediate School Superintendents.

Paul is a lifelong resident of Clinton Township. He and his wife Sara live in Clinton Township and together, they are raising two daughters.



Trustees

The voters of Clinton Township selected Laura Cardamone for Clinton Township Trustee in November 2020.

Prior to her election, Laura served a six-year term on the Chippewa Valley Schools Board of Education. During that time, the board was charged with balancing many priorities. Their work included developing an appropriate COVID-19 response, securing funding through an additional bond, setting guidelines for union contracts, supporting updates in curriculum and technology, filling significant staff positions, and updating a district-wide strategic plan. She is also a member of the Chippewa Valley Coalition for Youth and Families and plans to stay active in her new role.

Laura attended Wayne State University, where she earned a Bachelor of Social Work degree in 1987 and her Master of Social Work in 1990. She moved to Clinton Township with her mother and siblings in 1984 and purchased her first condominium in 1992. Laura and her husband, Roger, moved to Mount Clemens in 1999 and returned to Clinton Township in 2013. 

As a social worker for more than 30 years, Laura has worked tirelessly to advocate for change by focusing on problem resolution, empowerment and growth, and accountability. Running for trustee was a decision made from a strong belief in applying her skills to improve the community. Laura sees much potential for the Township to partner with its school districts and small businesses to encourage more equity. In the wake of the pandemic, she continues to promote mental and physical health throughout the community.

Laura and Roger have two sons, Anthony and Marco.


Trustee Mike KeysMike Keys
Mike Keys grew up surrounded by family in his home at the south end of Clinton Township. A graduate of Central Michigan University, his passion for serving the community really began during his senior year at Fraser High School when he chose to become a co-op student and asked to serve an unpaid internship in Congressman Sandy Levin’s office.

The internship sparked Keys’ passion for politics and a love for volunteering to serve the community. After college, he wanted to volunteer again and took a teaching position in China, where he described the experience as, “incredible.” Keys’ experience at Congressman Levin’s office led to a job working for the Macomb County Board of Commissioners as a legislative aid. His duties as an aid included acting as a liaison to the commissioners in regard to their meeting agendas and minutes.

Although he currently resides in the southern part of the Township, Keys sees his new role as a representative for all Township residents. He felt the 2016 election was the perfect time to bring new energy and ideas to the Board. “I wanted to start local so I could represent where my family lives and is committed,” he said. “But I learned a lot going door to door during the campaign,” he said. “People throughout the Township are looking for transparency. I hope to establish an ethics board, work on getting board meetings online, create an upswing in beautification throughout the township and work with the County to provide a list of roads in need of repair.

​Tammy T. Patton is the first African American to be elected to the Board of Trustees in the 200-year history of Clinton Township.
 
“I am honored to have been elected as Trustee, and overwhelmed by the amount of support and belief that citizens have placed in me,” she said. 
 
As a new trustee, Tammy has stepped up to join several Clinton Township committees, namely the Conservation Committee, Diversity Committee, Election Committee, Emergency Management Committee, Heritage Estates Committee, and the Sanitary Sewer Sub Committee. She’ll also serve as an alternate on the Budget Ways and Means Committee and the Housing Commission.  
 
Tammy was born and raised in Detroit, Michigan, and before she graduated from Finney High School, she joined the United States Army. Tammy served her country and honorably discharged before returning to Michigan, where she began work on her college degrees.
 
Tammy strongly believes in life-long learning. She holds a Bachelor’s Degree in Community Service and a Master’s in Community Counseling from Siena Heights University. She also earned a Diploma/Certificate in Pastoral Ministry from Sacred Heart Major Seminary of Detroit.
 
A licensed counselor with the State of Michigan, Tammy is a small business owner. As a trustee, she plans to learn and contribute to the Township’s business development plans and meet as many Clinton Township small business owners as possible.
 
Tammy is married to her “best friend” Cliff Patton, and as a mother of six “amazing children,” she enjoys her time spent with family, which includes three dogs, two parakeets, one chinchilla, and a hamster. She is a former foster care parent and continues to advocate for the needs of children.
 
Serving in different capacities has always been a priority for Tammy. Her strong commitment to the community has seen her take on roles as a soccer coach, coach administrator, and host family for the Clinton Township Recreation’s cultural exchange program with Sister City, Yasu, Japan. 


Trustee Jenifer WestJenifer "Joie" West
​​Jenifer “Joie” West was first elected to the Board of Trustees in November 2004. she was re-elected for a fifth term in November 2020. 

Joie received a Master of Science and Bachelor of Science degrees from Michigan State University. She previously served as the Executive Director for the Southeast Regional Area Health Education Center, serving nine counties in southeast Michigan.

In the past, she has worked as the Vice President of Government Relations at Strategic Health Care and as the Director of Public Affairs at Wayne State University School of Medicine Public Affairs Office. In addition, she was employed at Henry Ford Macomb Hospital (St. Joseph's Mercy of Macomb Hospital) as the Director of External Affairs and at Mount Clemens General Hospital (now McLaren Macomb) as the Director of Community and Corporate Services. She has also served as an Adjunct Faculty member in Health Services Administration at the University of Detroit Mercy and as the Director of Cardiology Services, the Life Trends Wellness Program at Mount Clemens General Hospital and as an instructor at Baker College of Clinton Township.  She is currently the Director of Business Development of the Southeast Michigan Chamber of Commerce.

Joie has been extremely active in the community. She served on the Board of Directors for Leadership Macomb from 2010 to 2018 and is currently on the board of the Macomb Health and Fitness Foundation. She was Board Chair for Creating a Healthier Macomb, formally on the Board of Directors and Board of Trustees for the American Red Cross and is a founding member of the Prescription Resource Network, the indigent prescription medication program in Macomb County. She is currently a member of the Democratic Party, The Health Forum, The National Wellness Institute, the National Health and Wellness Club, the Association for Worksite Health Promotion, the American College of Sports Medicine, the American Association of Cardiovascular and Pulmonary Rehabilitation, the Michigan Society of Cardiovascular and Pulmonary Rehabilitation and the Association of Worksite health Promotion among others.  Joie was the founding and first Executive Director of the Healthier Macomb Fitness Council, which was part of the Governor’s Council on Physical Fitness, Health and Sports. 

She currently serves on the Housing Commission, Planning Commission, Cultural Diversity Committee, Personnel Vacancy Review Committee, Refuse Disposal Committee, and Transportation Committee She is also an alternate on the Budget, Ways and Means Committee. 

She has numerous publications and accomplishments which she has received awards for. One such award is the 1998, 2001 and 2002 Gold Healthy Workplace Award for Mount Clemens General Hospital, received from the Governor’s Council on Physical Fitness, Health and Sports.

Married to Marty, she has two grown children, Nick and Sandy. She is an outdoor enthusiast and enjoys downhill skiing, camping and exercising. She and her husband are huge Spartan football fans and have been fortunate to go to many of the recent bowl games. With a love for animals, she has one loving pet – a Chesapeake Bay retriever, Camper.
